United States citizenship or lawful permanent resident status is also required. Employer will consider advance degrees in lieu of experience. When a candidate has the required experience, but lacks the required education, they may normally apply additional relevant experience toward the education requirement, at a rate of two (2) years relevant experience per year of required education. <p><strong>Brief Description </strong></p>
<p>The Trade Controls Manager reports to the Director of Global Trade Compliance and will work with senior management to implement export control policies and procedures and ensure all Rexnord divisions are in compliance with US and foreign export control regulations. The manager will identify and implement strategies to improve, streamline and standardize export control processes. This position reports into the Legal Department and is responsible for trade compliance at several manufacturing facilities.</p>
<p><strong>Position Duties and Responsibilities:</strong></p>
<p>·Designs and implements programs, policies, and practices to ensure that all business units are in compliance with US and foreign export laws.<br />
·Prepares compliance reports as needed to present to management.<br />
·Supervises the determination and maintenance of ITAR classification and ECCN numbers.<br />
·Responsible for the issuing and maintenance of the Technology Control Plan.<br />
·Conducts periodic audits, assessments, and reviews to ensure compliance. Tracks laws and regulations that might affect the organization’s policies.<br />
·Applies for and manages export licenses.<br />
·Provides expert guidance and advice on International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Responsible for development and execution of training program for Export Controls.</p>
<p><strong>Job Requirements: </strong></p>
<p>·Requires a bachelor’s degree and at least 5 years of experience in direct license application or significant oversight of license programs.<br />
·Position requires strong leadership skills and the ability to execute on deliverables using influence and collaboration across multiple functions of the organization. Must have proven ability to lead cross functional teams and influence change in a complex, multi-level organization.<br />
·Excellent interpersonal and management skills are essential as this person will be interacting with Business Managers, operations personnel, Legal Services Division, Global Purchasing, Marketing, Corporate Accounting, Corporate Tax, Corporate Auditing, outside counsel, and government officials.<br />
·Relies on experience and judgment to plan and accomplish goals.<br />
·Domestic and international travel required ~ 25%</p>

<p>Adhere to DTNA&#8217;s escalation review process to ensure timely delivery of shipments to destination so as to meet supply chain demands.</p>
<p>Work closely with other members of the ITC Group to review, audit, and classify parts as needed to enable the ITC team to accomplish their requirements.</p>

<p>Basic Qualifications:<br />

<p>Knowledge of U.S. and Canadian tariffs as well as GRI&#8217;s, Explanatory Notes, Canadian D-Memo&#8217;s and Advanced Rulings for Classification for Canada is required.</p>
<p>The ability to work independently, as well as collaboratively in a team is required.</p>
<p>Proficiency in Microsoft Office Suite is required.</p>
<p>Familiarity with OGA&#8217;s and documentation is required.</p>
<p>Experience with high volume accurate classification is preferred.</p>
<p>Automotive classification experience is preferred.</p>
<p>Candidate must possess strong problem solving skills and be process, results, and detail oriented. Successful candidate will be able to set priorities to achieve desired results, communicate issues effectively both within the team and throughout the DTNA organization.</p>

Candidate must possess strong problem solving skills and be process, results, and detail oriented as well as have the ability to quickly learn a variety of different computer software programs beyond MS Office.</p>
<p>The ideal candidate will have a working knowledge of U.S. and Canadian tariffs, General Rules of Interpretation (GRI&#8217;s), Explanatory Notes, and Canadian D-Memo&#8217;s as they apply to the classification of goods.  Familiarity with Other Government Agency (OGA) requirements will also be beneficial in this role.</p>

- Confer with product developers to determine best material composition and construction at minimum duty cost for the organization.<br />
- Partner with Canadian Brokers to ensure copies of NAFTA certificates and other similar import documentation are on file and updated.<br />
- Work together with internal IT partners on systems requirements and upgrades.<br />
- Partner with Legal Department on pending custom actions which could impact the organization.<br />
- Correspond with logistics on incorrect entry submissions.<br />
- Confer with Merchandise Payables and Inventory on discrepancies and recommend alternatives.</p>
<p>KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR THE JOB</p>
<p>- Working knowledge of SAP.<br />
- Proficient in Excel and Word.<br />
- Working knowledge of software packages used for merchandise classification.<br />
- A thorough understanding of explanatory notes for classification of goods for importation into the US and Canada.<br />

<p>HTSUS Classification (with strong skills towards classifying chemicals and immunological assays/tests)</p>
<p>EAR determination (ECCN)</p>
<p>Country of Origin determination</p>
<p>Knowledgeable in the 19 &amp; 15 CFR, 21CFR if possible</p>
<p>EEI filing</p>
<p>Import Clearance</p>
<p>EXCEL, ACCESS, Word</p>
<p>Pharmaceutical experience a plus if possible</p>
<p>Export Compliance</p>
<p>Auditing skills</p>
