Under the direction of the University Research Security Officer in the Office of the Vice President for Research, this position monitors, reviews, and evaluates license applications required by export control regulations; provides education and guidance on export control regulations; assists faculty with understanding and managing their obligations to comply with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR); and works with the Office of Sponsored Programs evaluating proposals and awards as needed when export control regulations and requirements are present.

Minimum Qualifications:

Entry into the applicant pool requires a Bachelor’s degree from an accredited institution in Science, Engineering, Business, Law, or related field plus two years of experience as a facility security officer, or working in contracts and grants, or as a paralegal. United States citizenship or lawful permanent resident status is also required. Employer will consider advance degrees in lieu of experience. When a candidate has the required experience, but lacks the required education, they may normally apply additional relevant experience toward the education requirement, at a rate of two (2) years relevant experience per year of required education. Brief Description

The Trade Controls Manager reports to the Director of Global Trade Compliance and will work with senior management to implement export control policies and procedures and ensure all Rexnord divisions are in compliance with US and foreign export control regulations. The manager will identify and implement strategies to improve, streamline and standardize export control processes. This position reports into the Legal Department and is responsible for trade compliance at several manufacturing facilities.

Position Duties and Responsibilities:

·Designs and implements programs, policies, and practices to ensure that all business units are in compliance with US and foreign export laws.
·Prepares compliance reports as needed to present to management.
·Supervises the determination and maintenance of ITAR classification and ECCN numbers.
·Responsible for the issuing and maintenance of the Technology Control Plan.
·Conducts periodic audits, assessments, and reviews to ensure compliance. Tracks laws and regulations that might affect the organization’s policies.
·Applies for and manages export licenses.
·Provides expert guidance and advice on International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Responsible for development and execution of training program for Export Controls.

Job Requirements:

·Requires a bachelor’s degree and at least 5 years of experience in direct license application or significant oversight of license programs.
·Position requires strong leadership skills and the ability to execute on deliverables using influence and collaboration across multiple functions of the organization. Must have proven ability to lead cross functional teams and influence change in a complex, multi-level organization.
·Excellent interpersonal and management skills are essential as this person will be interacting with Business Managers, operations personnel, Legal Services Division, Global Purchasing, Marketing, Corporate Accounting, Corporate Tax, Corporate Auditing, outside counsel, and government officials.
·Relies on experience and judgment to plan and accomplish goals.

Research and classify all manufactured and aftermarket parts to ensure the highest possible level of accuracy, as required by U.S. and Canadian Customs regulations.

Select, compile, and document information necessary to support classification, utilizing U.S. Binding Rulings, Canadian D-Memos, Explanatory Notes, General Rules of Interpretation, engineering drawings, vendor data, etc., to ensure due diligence and reasonable care standards are met.

Adhere to DTNA’s escalation review process to ensure timely delivery of shipments to destination so as to meet supply chain demands.

Work closely with other members of the ITC Group to review, audit, and classify parts as needed to enable the ITC team to accomplish their requirements.

Build and maintain expeditious and accurate communication flow between internal and external customers regarding DTNA’s customs clearance process.

Participate in the development of training presentations with the purpose of educating various internal groups of Customs and other government agency (OGA) regulations.

Provide necessary other government agency (OGA) documentation, anti-dumping statements and classification information in a timely manner.

Basic Qualifications:
A Bachelor’s degree with 1 year of related experience OR an Associate’s degree with 2 years of related experience OR 6 years of related Daimler experience is required.

Knowledge of U.S. and Canadian tariffs as well as GRI’s, Explanatory Notes, Canadian D-Memo’s and Advanced Rulings for Classification for Canada is required.

The ability to work independently, as well as collaboratively in a team is required.

Proficiency in Microsoft Office Suite is required.

Familiarity with OGA’s and documentation is required.

Experience with high volume accurate classification is preferred.

Automotive classification experience is preferred.

The position’s primary responsibility is to develop our clients Export Compliance Programs, including conduct of audits and the creation of customized export compliance manuals and training programs. You will also be called upon to determine export classifications, seek Advisory Opinions, assist in writing export license application, Voluntary Self Disclosures, client export policies and services offered by our company.

ESSENTIAL RESPONSIBILITIES

- Manage and review all product items and assign appropriate HTS numbers. (Line Reviews)
- Monitor and administrate duty drawback and duty protest programs.
- Review and coordinate periodic audits and fraud assessments to ensure all activities and transactions are in compliance with US custom regulations.
- Manage internal and external compliance processes
- Respond to vendor and overseas offices inquiries on classification and documentation requirements.

WORKING RELATIONSHIPS

- Collaborate with Custom Brokers on classification and entry details. Maintain strong working relationships.
- Interact and correspond with TCP overseas offices, agents and vendors on any customs issues and facilitate timely resolution.
- Confer with product developers to determine best material composition and construction at minimum duty cost for the organization.
- Partner with Canadian Brokers to ensure copies of NAFTA certificates and other similar import documentation are on file and updated.
- Work together with internal IT partners on systems requirements and upgrades.
- Partner with Legal Department on pending custom actions which could impact the organization.
- Correspond with logistics on incorrect entry submissions.
- Confer with Merchandise Payables and Inventory on discrepancies and recommend alternatives.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR THE JOB

- Working knowledge of SAP.
- Proficient in Excel and Word.
- Working knowledge of software packages used for merchandise classification.
- A thorough understanding of explanatory notes for classification of goods for importation into the US and Canada.
- Ability to review, interpret and create custom rulings and communicate pertinent information to all levels of the organization.
- Ability to act independently and flexibility to respond immediately.

- Minimum 5 years experience in retail clothing classification including product review.
